Biography

Commissioner Shelby Sparrow took the oath of office as Township Commissioner for Ward 14 on January 5, 2026.

Shelby brings more than 13 years of civic leadership with a strong commitment to public service and community engagement to her role as Township Commissioner, including long-standing service with the Penn Wynne Civic Association, where she served two terms as president, and as president of the Lower Merion Township Federation of Civic Associations. She has also served in leadership positions on the boards of the Philadelphia Skating Club and Humane Society in Ardmore, the Lower Merion School District Interschool Council, and the Penn Wynne Elementary Home and School Association.

Her professional background is in nonprofit fundraising and donor relations, including work with Special Olympics and Philadelphia independent schools. She holds a Bachelor of Arts from the University of Delaware with a double major in Psychology and Sociology.

Shelby has lived in Penn Wynne since 2008 with her husband, Frank, and two daughters who attended Penn Wynne Elementary School and are currently at Villanova University and Friends’ Central.
