The Public Works Department administers activities in all Public Works divisions to ensure the most efficient and effective delivery of services. The department also prepares, implements and oversees the annual Capital Improvement Program.
The Transfer Station at 1300 N. Woodbine Avenue hours are Monday through Friday 8am-3pm and Saturdays 9am-2:30pm. Recycling and brush drop off are at no cost to residents and trash is 12 cents per pound for Lower Merion residents. Proof of residency required.

Paul McElhaney joined the Township’s management team in 2018 and is responsible for overseeing the many functions of the Public Works Department.
Services such as road maintenance, refuse/recycling collection and processing, installation and maintenance of sanitary sewer and storm sewer systems and development and oversight of the Township’s Capital Improvement Program are just a few of the services that fall under Mr. McElhaney’s purview.
Prior to coming on staff, Mr. McElhaney was an elected Lower Merion Township Commissioner, representing Ward 3 for 10 years, serving terms as both Vice President and President of the Board of Commissioners. In January 2018 he resigned his seat to take on the role as Assistant Director of Public Works. He was named Director in August 2018.
Mr. McElhaney is a lifelong resident of the Belmont Hills section of Lower Merion Township, and spent more than 30 years in the private sector as a construction manager, director of operations, and project manager for several large construction firms. His extensive experience includes project management of building construction, utility and energy retrofits, commercial roofing and sewer/infrastructure installation. These supervisory roles also involved personnel management for substantial work forces.
