Long Term District Municipal Lot Permit Application  (PDF)

Applications for permits are available one month prior to the start date of each permit. Citizens who would like more information about parking permits should call the Parking Services Department at 610-645-6230 or email parkingpermits@lowermerion.org.  Permits may be purchased by emailing Parking Services Department, placing the application and copies of valid license and registration in the drop box located at the entrance of the Public Safety Building, 71 E. Lancaster Avenue in Ardmore  or visiting the office.  Office hours are Monday - Friday from 8:15 AM - 4:30 PM.

Parking Permits for the Ardmore, Bala, and Bryn Mawr municipal lots are structured as six month permits. The six month periods are:

Permits will generally be available for sale about a month before the start of the six month period.  Permits purchased after the start date of the permit period are prorated.

About Long Term District Municipal Lot Permits

Permits for parking in municipal Parking Districts in Ardmore, Bryn Mawr or Merion/Bala Cynwyd can be applied for online by completing a permit application.  Parking permits for the municipal Parking District lots are structured as six month permits.

Permits will generally be available for sale about a month before the start of the six month period.  Lot permits will be valid for the six-month period covered in the permit application.  You may apply for a permit that covers up to two of your registered vehicles, however the permit can only be used for one vehicle in the permit lot at a time.  Sharing of a permit between two or more licensed drivers of two differently registered vehicles is allowed under certain scenarios (e.g. part-time employees).  

Please review the Municipal Lot Regulations below for a formal listing of the rights and responsibilities for both you and the Township under this program. The permits issued are valid only for permit lots within the Permit Lot District—they are not lot specific. Please refer to the District maps if you are unsure which lots are permit lots. Permits are not valid in any permit lots outside of that district or at metered spaces. Also note that failing to display your permit will not be considered a valid justification to dispute a ticket. Please take special note of the enforcement periods as outlined in item #11. The number of spaces available is determined by whether the lot is all permit spaces or mixed with meter spaces.

Each permit will be valid for six months at a fee of $240.00.  After completing the application, permits can be purchased at the Parking Services Department office, which is located in the lobby of the Public Safety Building at 71 E Lancaster Avenue in Ardmore.  Office hours are Monday - Friday from 8:15 AM - 4:30 PM.  Applications , license and registration are also accepted by mail or email parkingpermits@lowermerion.org.  

Issuance of permits will begin several weeks before each permit period commences.  Permits may be picked up in person at the Public Safety Building, 71 E Lancaster Avenue in Ardmore.  If you are picking up a permit your valid driver's license and vehicle registration(s) must be presented at the time of issuance.  If you have mailed or emailed a permit application, provided license and registration information, and tendered a check or money order, the permit can be mailed to the address on the application.  Completed permit applications with payment are mailed at the request of purchaser.  

If the demand for permits exceeds the availability of parking spaces in the permit lot district, a random selection process will be used. Any applicant not receiving a permit will be notified by phone and have their payment refunded.

Regulations Governing Municipal Lot Parking Permits

Rates Effective January 1, 2020 for Municipal Long Term and Short Term Parking Permits. Municipal six-month permit will cost is $240.

  1. Anyone presenting valid license and valid registration is eligible to purchase a permit.
  2. All Municipal Lot parking permits are purchased through the Lower Merion Township Parking Services.
  3. A permit purchased for the Parking Districts of Ardmore, Bryn Mawr, or Merion/Bala Cynwyd is valid for any designated permit lot in that District only.
  4. Lower Merion Township reserves the right to request permit holders' vehicles moved for special events and emergency actions. LMT Blackboard Connect and posted signage is used to notify the public as well as permit holders.  Alternative parking will be suggested during the event hours.
  5. The permit must be displayed by hanging it from the rearview mirror so that it is visible through the windshield of the vehicle. Failure to properly display the permit is not a valid defense to a ticket.
  6. The cost of each permit will be $240.00 and valid for a period of six months, commencing on the initial date established by the Parking Services Department
  7. Permits are valid for permit spaces within the designated lot district, they are not lot specific. Lot permits are not valid at meter spaces in comingled municipal lots where permits and meters are present during enforcement hours.
  8. In “Permit Only” lots, permits are enforced Monday through Friday, 8 AM to 6 PM. In comingled lots, the permits are enforced Monday through Saturday, 8 AM to 6 PM.
  9. Each permit holder may register up to two vehicles on a permit. The permit shall be displayed on only one vehicle in a permit lot at a time. Sharing a permit between two or more licensed drivers of two or more differently registered vehicles is allowed under certain scenarios (e.g. part-time employees).
  10. Replacement fees for lost or stolen permits will be pro-rated at $40.00 per month to the first day of the month in which the replacement is issued.
  11. A limit of four permits may be purchased by each party during the first week of each sale. Permits may not be transferred to another party without approval of the Parking Services Department. There is a fee of $5.00 for each transfer. No permit will be transferred without surrender of the existing permit. Private resale or trading of permits is prohibited and will result in forfeiture of the permits involved. If a permit is returned prior to its expiration, a refund will not be issued.
  12. Displaying a stolen or fraudulent permit is subject to a $600.00 fine and possible towing of the vehicle.
  13. Permits may not be purchased for commercial use.  They are not intended for vehicle sale or storage.  
  14. Permits will not be issued for any vehicle with unpaid traf-o-teria tickets, citations, or other motor vehicle violations.
  15. It is the permit holder’s responsibility to renew their permits. No reminder notices will be mailed.
  16. Permits are picked up in person at the Parking Services Department, 71 E. Lancaster Avenue, Ardmore or mailed at the purchaser's request.
