The Township of Lower Merion Ordinance No. 3569, No. 4094 and Chapter 51 of the Township Code regulates security alarm registrations and the imposition of fines for false security alarm activations.

Chapter 51 includes the following:

The annual security alarm registration fee was implemented in 2000 and the annual fire alarm registration fee was effective in 2017. The fees have been established to encourage alarm users to carefully monitor their alarm and to reduce false alarm activity for police and fire personnel. The annual registration fee is for a security alarm, a fire alarm or a combination security and fire alarm system.

All registered alarm users are allowed three false security alarm activations and three false fire alarm activations per calendar year.

After the third false security alarm activation, each additional occurrence will result in a fine of $50, which will increase incrementally by $50 (up to a $300 maximum) for each subsequent occurrence. After the third false fire alarm activation, each additional occurrence will result in a fine of $100, which will increase incrementally by $100 (up to a $300 maximum) for each subsequent occurrence.

Fire Alarm Users: Before reporting an active fire alarm to the Township, alarm monitoring companies must first try to contact the owner and/or the designated emergency contact person. In addition, contractors must disable fire alarm devices prior to commencing work. Failure to do so in either instance that causes a false fire alarm to be transmitted will result in a minimum fine of $200.

Failure to register annually and pay the annual security or fire alarm registration fee to the Township in the designated timeframe will result in an unregistered status. Newly installed security or fire alarm systems must be registered before they are placed in service.

Unregistered (unpaid) security alarm or fire alarm users who have a false security or fire alarm activation will be issued a citation of $300, plus court costs, for each false alarm activation.
- The current annual security alarm registration fee is $70 for residential and $110 for commercial users.

The annual security alarm billing is typically mailed out annually in January. A second notice is typically mailed each year in April.

The annual security alarm registration fee is for the calendar year and cannot be refunded or transferred. The registration fee may be pro-rated by quarter for new alarms/owners.

NOTE: Security/Fire alarm registration fees are for the calendar year and all registrations expire on December 31st of each year.
