In collaboration with Montgomery County Planning Commission, Lower Merion Township and Narberth Borough are coordinating an Active Transportation Plan (ATP). The Lower Merion & Narberth ATP will serve as a blueprint for enhancing the connectivity of our communities through an active transportation network.

So, what exactly is an Active Transportation Plan?

An Active transportation plan is a comprehensive strategy that promotes and encourages the use of active modes of transportation such as walking, cycling, and rolling. The aim of this plan is to establish safer, more accessible, and more sustainable transportation options that improve community health and wellbeing, reduce traffic congestion and air pollution, and enhance quality of life.

What will the plan include?

The active transportation plan will comprise a range of specific measures and recommendations to make walking, cycling, and rolling more appealing and convenient.

What is the schedule?

The plan's development process began in January 2023, and it is expected to be completed by December 2024.

Updates:

  • Civic Leaders Meeting:  In December 2023, Planning Staff and Montgomery County Planning Commission organized both an in-person open house and a virtual "lunch and learn" meeting with civic association leaders to update them of the ongoing multimodal initiatives in Lower Merion, including the Active Transportation Plan. Both gatherings were well attended and served as valuable platforms for community members to gain insights into the project's objectives, process, and understand how community members can contribute. Civic leaders were urged to communicate acquired information throughout their association memberships to facilitate broader dissemination. The meeting boards can be accessed through the link provided below.

  • Active Transportation Survey:
The Active Transportation Plan Community Survey, which was open from November 2023 through February 2024, received a substantial 1,800 responses and 343 comments on the pedestrian and bicycle feedback maps. The survey was aimed at gaining insights into the needs, challenges, and preferences of our community members regarding active transportation.

  • Steering Committee Meeting #1: On September 13, 2023, the ATP Steering Committee convened at Narberth Borough Hall to review and discuss of Task 1 deliverables. These deliverables included an audit of both the current and planned active transportation networks, policies, programs, as well as pertinent demographic and equity characteristics.
