In accordance with bids received on Thursday, September 20, 2012, at 11:00A.M. prevailing time for Ardmore Public Library Repairs – General Site Construction, it is the recommendation of the Chief Financial Officer with the approval of the Township Engineer and Director of Libraries that a contract be awarded to the following low bidder. Attached is a Tabulation of Bids, Exhibit A.

    Funds are available through Community Development Block Grant (CDBG). The total 2012 CDBG budget for this project is $179,500. The total bid awards are $32,399 or 18% lower than the CDBG budget.

  4. The Township Chief Financial Officer will provide a briefing of the 2013 Proposed Budget and the 2013-2018 Proposed Capital Improvement Program (CIP).

  5. 2013 TAX LEVY AND APPROPRIATIONS ORDINANCE

  6. Consider for recommendation to the Board that the Township Secretary be authorized to advertise Notice of Intention to Adopt on Wednesday, December 19, 2012 an Ordinance of the Township of Lower Merion, Montgomery County, Pennsylvania, imposing a levy for general revenue purposes on all taxable real estate in the Township in the amount of 4.19 mills (unchanged from 2012) on each one dollar of assessed valuation, adopting an annual budget and appropriating specific sums estimated to be required for the purposes of the municipal government for the 2013 fiscal year.

  7. 2012 DEFICIENCY ORDINANCE

  8. Consider for recommendation to the Board that the Township Secretary be authorized to advertise a Notice of Intention to Adopt an amendment to Ordinance No. 3965 Adopted December 21, 2011, making a change in certain appropriations, some of which have proven to be larger than needed and some to be insufficient, and authorizing the proper Township officers to make the required transfers from and to appropriations heretofore made of receipts not heretofore estimated.

  9. TRANSFER FROM GENERAL FUND TO CAPITAL FUND

  10. Consider for recommendation to the Board an unbudgeted 2012 General Fund contribution of $5,000,000 to the Capital Projects Fund to fund the 2012 / 2013 Capital Improvement Projects.

  11. APPOINTMENT OF BOND COUNSEL AND FINANCIAL ADVISOR (Information Only)

  12. The Township Chief Financial Officer will provide an update on the request for proposals recently issued for Township Financial Advisor and Bond Counsel.

  13. DELINQUENT REAL ESTATE TAX COLLECTION

  14. Consider for recommendation to the Board that the Township Secretary be authorized to advertise Notice of Intention to Adopt on Wednesday, December 19, 2012 an ordinance of the Township of Lower Merion, Montgomery County, Pennsylvania, appointing the Montgomery County Tax Claim Bureau its alternate collector of delinquent real estate taxes pursuant to the Municipal Claims And Tax Liens Act, and approving a penalty, interest and fee schedule for collection of delinquent real estate taxes.
