The Historical Architectural Review Board (HARB) is a public advisory body created by state and local laws, the Board of Historical Architectural Review is known, locally and nationally, as HARB. HARB operates under the authority of the State of Pennsylvania's Historic District Act, General Assembly #167 of 1961, as amended 1963. Lower Merion Township's HARB was created by Ordinance #1902 of 1980.

HARB's purpose is to help protect the distinctive and historic character of Lower Merion Township by considering the effects of proposed changes to buildings and properties within historic districts and on the Historic Properties List and by ruling on their appropriateness.

The Historic Resource Preservation Ordinance - enacted 3/15/2000, contains the references to all Code Chapters impacted by this ordinance.

Historic Preservation Awards

The HARB and the Historical Commission periodically co-sponsor awards. The 2017 Historic Preservation Awards will be announced in September and an awards ceremony will be held October 19 at the Levering Mill Tribute House.

Projects that have been completed within the last five calendar years are eligible for consideration in this year’s award program. Completed applications with all accompanying materials must be received by Friday, September 22, 2017. The deadline has been extended one week from the original date.

Notice is hereby given that the Historical Architectural Review Board of Lower Merion Township will hold a meeting on Tuesday, September 12, 2017 at 8:15 AM in the Board Room on the Second Floor of the Township Building, 75 East Lancaster Avenue, Ardmore, PA. The Board will review the following applications beginning at 8:30 AM:


Application No.         17-24

            Property:  24-26 East Lancaster Avenue, Ardmore, PA 19003
            Applicant: Yi Wang – Yi’s Boba
            District:  Ardmore

Applicant proposes a new projecting, illuminated sign for a tea room. The 16 ft. wide by 2 ft. tall sign would cover a portion of the storefront’s existing transom windows.

Applicant proposes replacing 8 second and third story windows with Andersen Renewal double-hung sashes. Aluminum storm windows would be removed.

            Property:  17 Haverford Station Road, Haverford, PA 19041
            Applicant: LA Building Contractors Inc./Children’s Book World
            District: Haverford Station

Applicant proposes to replace two existing nine-light storefront windows and a main entrance door with new single-pane aluminum-frame windows and an aluminum-frame door.

            Applicant: Joseph Amrani, Delice & Chocolat
            District: Ardmore

Applicant appeared before the HARB in May and June for their space at 7 Station Road. They are now expanding into the former Radio Shack space on the corner of the same building, facing Lancaster Avenue. The applicant proposes to uncover four previously obscured storefront windows (including one that had been faced with horizontal vinyl siding), install two signs on each side of the corner entrance door, install vinyl window graphics, restore transoms that had been covered by Radio Shack’s box signs, repaint the façade and cornice, and install striped awnings. Colors and materials will match the applicant’s existing space at 7 Station Road.

            Property: 615 Montgomery Avenue, Merion Station, PA 19066
            Applicant: Daniel Campbell / Merion Friends Meeting

A 12-foot section of a dry-set retaining wall facing Montgomery Avenue is leaning. The wall will be removed for examination and design study. Stones will be stored and re-installed with mortared joints to match other existing sections of the wall.

            Property:  929 Merion Square Road, Gladwyne, PA 19035
            Applicant: Jeff & Erin Addis
            District:  Gladwyne

Applicant appeared before the HARB in July, when the application was tabled pending additional information. Proposed is a rear two-story addition to this stucco ca. 1874 house. Addition would incorporate an existing rear frame addition clad in horizontal siding and project beyond the home’s right side. The addition has been modified from the previous application in terms of the material and pitch of the new roof. Also newly proposed are a new front door and six new windows on the sides of the home’s historic portion, four on one side and two on the other. Those side walls are currently windowless.

            Property:  501, 503, 507 Old Lancaster Road, Haverford, PA 19041
            Applicant: Michael Main
            District: Haverford Station

Applicant appeared before the HARB in July for this development proposal on a triangular property bound by Old Lancaster Road and the railroad. The proposal is to renovate an existing contributing home at 507 Old Lancaster Road, demolish a contributing home at 503 Old Lancaster Road and build a new twin home on the site, and demolish a group of garages at 501 Old Lancaster Road and replace them with a new single family residence. The application has been altered to move the driveway serving the twins’ front-loading garages to the sides of the building (with detached/semi-detached garages), and to further re-configure the site plan utilizing Conditional Use incentives made available for historic resources. The HARB will need to evaluate the proposed subdivision, whether the proposed Conditional Use incentives are appropriate, and the architecture of the structures.
