Definitions of A, B, C, and D Projects

"A" projects are considered projects that are nearly complete or considered essential toward meeting core basic capital needs within the Township and will move forward as scheduled in the CIP.

"B" projects are projects viewed as possibly non-essential, but desirable, with funding needs in 2016.

"C" projects are projects viewed as able to be postponed or already scheduled to begin in 2017 or thereafter. Projects in this category will not move forward in the CIP; they will be kept in the out years of the program.

"D" projects had represented the major capital plans to upgrade and/or renovate the six Township libraries. As renovations will be completed at a total of four of the libraries this year, design is underway for Gladwyne, and only Belmontremains, it has been decided to eliminate the "D" category and move Gladwyne and Belmont to the "A" category.

Note: Some CIP projects have components that could be categorized as A, B, and/or C.

2016 - 2021 "B" PROJECTS

  • ADMINISTRATION
    4024 - Merion/Cynwyd Streetscape Improvements
    The Township Engineer is preparing a traffic study to be presented to the Board in July. The results of that study will be the basis for a staff recommendation on the project.
  • SERVICE TO PEOPLE
    4459 - Basketball Court/Utility Court Reconstruction
    Listed as a "C" project. Condition of courts has deteriorated to a point where staff recommends starting reconstruction in 2016.
    4466 - Park Tree Inventory and Planting Plan
    Listed as a "C" project. Staff recommends that this project move forward as an "A" project.
    4477 - Bicycle and Pedestrian Path System Implementation
    Consider moving this project to an "A" project. Staff will be developing the implementation plan for the data network as identified in the new comprehensive plan.
    4486 - Polo Field Improvements
    It is anticipated an agreement for the complex improvements will be in place by 2016. Township funding need $2SK

PROJECTS WITH MAJOR SCOPE, BUDGET, SCHEDULE CHANGES AND/OR NEW PROJECTS

  • ADMINISTRATION
    4021 - Ardmore Transit Center
    With the separation of the train station/parking lot and the Dranoff mixed-use building/parking lot, there has been a major change in Township funding needed. Funding for 2015 is anticipated at $70K for legal, parking lot paving, and parking kiosk installation. Funding in 2016 is estimated to be $200K for legal and design fees working with SEPTA. It is estimated $70K will be needed for parking equipment in 2017 for the parking garage associated with the Dranoff property.
    4025 - Facilities Improvements
    A re-evaluation of facility needs at Ashbridge House, Belmont Hills Community Center, Township Administration Building roof, and other miscellaneous repairs at various facilities indicates a need for an additional $300K for a total of $600K in 2016, and an increase to $400K in each subsequent year through 2021.
    4026 - Information Services Master Plan
    It is recommended by staff to replace and upgrade the Central Desktop System. This system is used to generate and track service requests by staff and the public. The new system will be a comprehensive ticketing system with workflow capabilities that far exceed the abilities of this current system. Procurement and licensing will cost $40K in 2016 for a total funding need of $265K.
    4084 - Ludington Library Renovations
    Funding is being reappropriated to 2016 in anticipation of the settlement of the arbitration with the contractor.
    4092 - City Avenue Transportation Service Area Improvement Program
    This project scope has changed due to PennDOT participation and grant funding obtained by the City Avenue Special Services District (CASSO). Staff continues to work with all business partners to obtain grants and funding from PennDOT to implement the traffic improvement projects outlined in the transportation service area land-use assumptions and roadway sufficiency studies. Projects and funding are still under investigation.
    New - Aims Parking System I Update
    This new project is for the replacement and upgrade of the existing parking management system to a web-based program. Online payments will occur directly within the system instead of through a third party. New mobile (handheld) PDA devices will allow for immediate upload of ticketing information. The total estimated 2016 funding request is $70K.
  • CIRCULATION
    New - Installation of New Sidewalk
    The Comprehensive Plan recommends, to the extent possible, creating a walkable community. Staff recommends creating a project that would provide seed money to neighborhood groups that would contribute funds for the installation of sidewalks where none currently exist. The neighborhood group would need to establish buy-in from those properties impacted. Township funding would be used for design and preparation of bid specifications needed.
    4203 - Union Avenue Bridge Reconstruction
    Due to delays in final design approval and right-of-way take, most funding will be reallocated to 2016, 2017, and 2018.
    4204 - Pennswood Road Bridge Reconstruction
    Due to delays in final design approval and right-of-way take, most funding will be reallocated to2016, 2017, and 2018.
    4210 - Rotomilling and Road Reconstruction
    Due to the accelerated deterioration of the roadway system as a result of successive severe winter weather, staff recommends an increase in funding of $1M per year for the next three years through 2018.
    4217 - Road Stabilization
    Due to recent, accelerated degradation of the retaining wall adjacent to Conshohocken State Road, the structural evaluation and design will be completed in 2015 with construction in 2016. The design of the drainage improvements along Mill Creek Road (between Rose Glen Road and Conshohocken State Road) will be designed in 2016 with construction in 2017. In 2017, the condition of Mill Creek Road (between Rose Glen Road and Conshohocken State Road) andConshohocken State Road (between Fairview Road and Righters Mill Road) will be evaluated. The 2015 to 2017 project funding request is an increase from $610K to $1,085K as follows:
    1. $85K
    2. $675K
    3. $325K
    4. to be determined pending roadway evaluation.
    4221 - Street Name Sign Enhancement Program
    The street sign coalition will be providing a recommendation to the Board regarding the street name sign project in 2015. Some funding will be spent on the development of specifications to purchase sample products and technical analysis of material. Staff and the coalition are still reviewing budget estimates.
    4225 - Transfer Station Improvements
    New roof specifications will be developed in 2015 with construction in 2016. There is no change in budgetary needs.
    4236 - Traffic Network Evaluation - Township Wide
    2016 funding estimates include a new traffic signal that is being proposed at Wynnewood and Old West Wynnewood Roads ($200K); traffic signal upgrades at Haverford and Argyle Roads ($140K); signal upgrade at Merion/Bowman/Winding Way ($40K); total additional funding is ($380K).
    4237 - Bridge Maintenance Program
    Design of Manayunk Road Bridge repair will be completed in 2015 with construction in 2016. Staff recommends a reallocation of $100K from 2015 to 2016 and an additional funding request in 2016 of $150K.
    4239 - Street Light Replacement
    Staff is investigating a cooperative purchasing opportunity with the Delaware Valley Regional Planning Commission (DVRPC) and a possible energy saving contract for a variety of other energy saving opportunities.
    4241 - Violet Lane Bridge Reconstruction
    PennDOT will be designating and reconstructing this bridge through the Bridge Bundling Program at no cost to the Township. It is anticipated to be completed in 2015.
    4242 - Remington Road Bridge Reconstruction
    PennDOT will be designing and reconstructing this bridge through the Bridge Bundling Program at no cost to the Township. It is anticipated to be completed in 2015.
  • PUBLIC SAFETY
    4405 - Fire Companies Facility Projects
    A re-evaluation of six fire stations and fire training tower indicates a need to increase to $600K in 2016; $430K in 2017; and $200K in each subsequent year through 2021.
    New - Body Worn Camera (BWC}
    All patrol vehicles are currently outfitted with in-car video. BWC would be a valuable resource to the department. Capturing footage of encounters outside of the view of the in-car camera would be invaluable in addressing complaints, evaluating uses of force, and for evidentiary purposes. The estimated cost for 110 units is $110K in 2017. There will also be annual storage needs of $60K to $90K.

    4455 - Comfort Station Replacement and Renovation
    Rescheduling of comfort station construction from 2015 at General Wayne Park
    4458 - Park Facilities Improvements
    Staff is requesting additional funding as follows:
    • 2016 - Wynnewood Valley Park Master Plan $25K
    • 2016 - Merion Botanical Park - path removal and replacement $70K
    • 2016 - Shortridge Park - dog area map and rules signage $10K
    • 2016 - Drainage improvements at General Wayne Park
    • 2017 - Design traffic calming/pedestrian improvements in Shortridge Park
    • 2018 - Implementation of traffic calming/pedestrian improvements at Shortridge Park $50K
    New - Koegel Complex Park Storage Improvements
    • 2016 - Investigate options, plan and design improvements $10K
    • 2017 - Implement improvement plan $40K
  • STORM DRAINAGE
    4652 - Storm Water Facilities Management Project
    Staff continues to investigate various storm water issues throughout the Township. A storm water task force has also been established to assist in recommendations to the board regarding storm water regulations/requirements of the new state/federal regulations and the possible establishing of a dedicated funding source for storm water issues. The 2016 funding request shows an increase of $400K to $800K.
  • SANITARY SEWER
    New Project - Pump Station flow Monitoring
    PaDEP has instituted a new requirement for all pump stations to have flow monitors installed. The installation of 17 monitors will be phased in over a four-year period. Funding required is $40K per year starting in 2016.
    New Project - Grit Removal System Replacement
    Existing grit removal systems in some of the older pump stations are over 50 years old. Replacements are recommended starting in 2021 at a cost of $80K.
    4724 - Centennial Road Sewer Replacements
    Project is being delayed until 2017.
    4734 - Sewer Division Facilities Upgrade
    Project is being delayed until 2018.
    4735 - Belmont Pump Station Upgrade
    Design is underway; installation of new pipe and valves will be completed in 2016.
    4736 - Mill Creek Pump Station Flood Prevention
    Phase II will not be needed to secure the building from flooding.
FINANCIAL INFORMATION
The Chief Financial Officer will report on the impact of the above changes to the 2016 CIP budget request and possible need for new bond funding.
